Mr. Otto stated that the intent of the 60 day waiting period is to allow a time frame in which <br />a petition may be brought in by those residents opposing the project. If there are a <br />sufficient number of signatures on the petition, the project is denied. <br /> <br />Mr. Hartley indicated that 50% of the affected property owners is a sufficient number to <br />have the project denied; in this case that would be 50% of 19. <br /> <br />Keith Kieffer stated that in this particular area, there are persons who own more than one <br />property and inquired if those persons are entitled to one vote for each property they own. <br /> <br />Mr. Hartley replied that the individual who has several properties is only awarded one vote. <br />Properties owned by individuals and that individuals corporation represent two property <br />owners and are entitled to two votes. <br /> <br />Jack Newcomb, 6301 Rivlyn Avenue N.W. - Jack inquired as to how the proposed street <br />light installation ties in with the sewer, water and street improvement project. <br /> <br />Mr. Otto replied that pre-construction for the installation of sewer and water will begin in <br />this area next week. Along with that project, Anoka Electric is proposing to lay the <br />underground cable and at a later date the street lights could be installed without disturbing <br />the work that has been done on the sewer, water and streets. <br /> <br />Jack Newcomb inquired who would be responsible for the cost of laying the underground <br />cable for street lights if the street light project is denied. <br /> <br />Mr. Hartley replied that it is Anoka Electric's decision to make the investment in <br />underground cable prior to the City or resident's making a decision regarding the street <br />lights on Rivlyn Avenue. Mr. Hartley stated that the City is not going to obligate itself to <br />these improvements unless they are acceptable and supported by those affected. <br /> <br />Pete Bilben, 6216 Rivlyn Avenue N.W. - stated that he is in favor of the proposed street <br />light project and that use of electricity for neighborhood security is a wise use of a <br />resource. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, and <br />Peterson.
