CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on June 12, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding <br />proposed Improvement Project g90-19 (Sanitary and Storm Sewer, Water Utilities and <br />Bituminous Surfacing for the Proposed Subdivision of Cedar Hills Addition), proposed <br />Improvement #90-20 (Sanitary and Storm Sewer, Water Utilities and Bituminous <br />Surfacing for the proposed Subdivision of Chestnut Hills Addition), proposed <br />Improvement Project g90-21 (Sanitary and Storm Sewer, Water Utilities and Bituminous <br />Surfacing for the proposed Subdivision of Windemere Woods Addition). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney Bill Goodrich <br />Finance Officer Sandra Ashley <br />Mr. Merland Otto, Hakanson Anderson Associates <br /> <br />Members Absent: Councilmember Richard Cich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:21 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Otto stated that all three of the proposed projects are very closely related because the <br />developers are working together on many aspects of these projects. <br /> <br />Mr. Otto stated that Cedar Hills consists of installing sewer, water, storm sewer, streets <br />and park improvements to serve 114 homes. The total project cost is estimated at <br />$676,000.00 at a per unit cost for sewer and water laterals of $6,000.00. The overall cost <br />per unit for trunks is $1,360.00. The total estimated special assessment trunk costs is <br />$940.00 per unit. The total cost for trunks and laterals per unit is estimated at $8,229.25, <br />amortized over a five year period for a per unit annual cost of $2,115.00. <br /> <br />Using maps, Mr. Otto proceeded to show the proposed alignments for sewer and water <br />lines and streets. Mr. Otto reviewed the projects schedule and stated that the first payments <br />would be due with the real estate taxes in 1992.
