Case #20: Commercial Asphalt Hours of Operation. <br /> <br />Mr. Hartley stated that MnDOT has awarded Commercial Asphalt a contract relating to the <br />resurfacing of Highway #10 in Ramsey and that meeting the terms of that contract will require <br />extending hours of operation beyond those specified in the Conditional Use Permit issued to <br />Commercial Asphalt. Mr. Hartley stated that upon determining that if hours of operation during <br />the contract term is the only aspect of the Conditional Use Permit that is affected, he will issue a <br />letter authorizing the extension to the hours of operation. <br /> <br />CONSENT AGENDA <br /> <br />4) Bills for Approval <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt Resolution <br />g90-06-196 Approving Accounts Payable Transactions for the Period June 4 through June 15, <br />1990 in the amount of $219,027.11. Further Discussion: Councilmember Pearson inquired about a <br />charge to the Community Development Department for a container that was not received. Finance <br />Officer Ashley stated that apparently a recycling container was ordered from Waste Management <br />and the order was cancelled after the container arrived. Finance Officer Ashley stated she would <br />research the bill further and report back to City Council. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers Pearson, DeLuca, Cich and <br />Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />A) Waco Street N.W. <br /> <br />City Engineer Raatikka referred to that area of Waco Street N.W. that adjoins Waco Drive N.W. in <br />Burns and stated that Burns is considering an improvement project to pave Waco Drive N.W. <br />However, Burns is concerned with the constant washout problem in that vicinity on the Ramsey <br />side having a negative impact to that part of Waco Drive N.W. that is upgraded by Burns. <br /> <br />City Council directed the City Engineer to research some options to alleviate the drainage problem <br />and the negative impact to street improvements on Waco Drive N.W. in Bums. <br /> <br />B) Gateway North Industrial Park Plat Four <br /> <br />Mr. Goodrich recalled that City Council recently granted final plat approval to Gateway North <br />Industrial Park Plat Four. Along with that approval Council determined that the previous <br />commitment of the City to allow the original plat of Gateway North Industrial Park to not have any <br />park dedication fee as a result of donating right-of-way for County Road #116 had been met and <br />Industrial Park Plat Four was subject to park dedication requirements. Mr. Greenberg has done <br />some additional research and is requesting that the City waive all or part of the park dedication fee <br />due on plat number four. <br /> <br />Mr. Greenberg stated that in 1977, there was an agreement made that if the affected property <br />owners would donate the right-of-way for the construction of County Road #116, park dedication <br />fees would be waived in lieu of the donation. Mr. Greenberg noted that at that time the park <br />dedication fee on commercial and industrial property was 10% of the fair market value. Mr. <br />Greenberg stated that his park dedication fee at that time in the donation of right-of-way amounted <br />to 13 acres out of a total of 120 acres which amounts to about 12% of his property.
