Mr. Hartley reminded the Board of the competitive bid process and that this procedure must be <br />used on all equipment purchased in excess of $15,000.00. He also stated that specifications for <br />radio equipment must be written. <br /> <br />Mr. Fjerstad stated that quote received for radio equipment was identical to that submitted to <br />members of the consortium. <br /> <br />Mr. Hartley suggested that the competitive bid process might be waived if a joint powers <br />agreement with the consortium is established, and if quote received from consortium was the <br />result of competitive bidding. Mr. Hartley requested Mr. Hoeke to contact consortium to verify <br />terms of membership and procedure used in receiving bid for radio equipment stated above. <br /> <br />Mr. Hartley made a motion to table this case until Mr. Hoeke reports back with information, <br />seconded by Mr. Sich. <br /> <br />Motion carried: Voting 'Yes: Mr. LaTour, Mr. Wilson, Mr. Hartley, Mr. Sich, Mr. Pearson. <br />Voting No: None. Absent: Mr. Auspos, Mr. Spence. <br /> <br />Case #6: Request Training for Officers and Firefighters <br /> <br />Mr. Hoeke submitted requests for additional training of firefighters. <br /> <br />Mr. Hadley stated that a defensive driving course was available through North Star Risk Inc., <br />this company provides risk management for the city, and strongly suggested that all members of <br />the department complete this training. <br /> <br />Mr. Pearson inquired as to funding available for additional courses. <br /> <br />Mr. Hartley stated that the funding is allocated through the Landfill Trust. He also suggested that <br />further training should be spread out over the next 18 months. <br />Mr. Bawden suggested that not all members go to all training, in an effort to identify classes <br />most beneficial and eliminate those that are not. <br /> <br />Mr. Hartley made a motion to authorize Fire Chief to send four members of department to any <br />combination classes requested by Mr. Hoeke, with the understanding that classes requiring <br />vehicles be postponed until delivery of Pumper and Tanker, seconded by Mr. Sich. <br /> <br />Motion carried: Voting Yes: Mr. LaTour, Mr. Wilson, Mr. Hartley, Mr. Sich, Mr. Pearson. <br />Voting No: None. Absent: Mr. Auspos, Mr. Spence. <br /> <br />Case #7 <br /> <br />Review Department Job Descriptions <br /> <br />Ms. Thul stated that with the recent appointment of the Fire Chief and election of Officers to the <br />department, there is a need to clarify the level of authority of the Fire Chief in regard to the <br />purchase of supplies, and when the approval of the Fire Board is required. <br /> <br />Fire Board/ February 1, 1989 <br /> Page 5 of 6 <br /> <br /> <br />
