that funds were budgeted to begin acquiring equipment and training relating to rescue work. <br />Mr. Bawden noted that the original 5 year plan for establishing a fire department focused <br />on fire fighting; rescue and medical response was not projected for until 1992. <br /> <br />Chief Hoeke noted that without rescue equipment and training, the City would still have to <br />contract to Anoka and Elk River for those services. <br /> <br />Mr. Spence noted that the fire trucks should be equiped with life-saving gear when the <br />Department comes on board in 1991. <br /> <br />Mr. Bawden stated that he doesn't have any argument with it but preparing the department <br />for rescue work is a change from the 5 year plan and will surely put the Department over <br />the $500,000 budget; whether or not to change the 5 year plan and increase the budget <br />should be a decision of the City Council. Mr. Bawden reiterated the need for a report <br />indicating funds spent, funds remaining and projected expenditures. <br /> <br />Motion by Mr. Cich and seconded by Mr. Bawden to table 1990 budget discussions and <br />direct City Staff and Fire Chief Hoeke to provide the Board with a report on the status of <br />the Fire Department budget which should include actual expenditures, projected <br />expenditures, fund balance and justification for any new programs proposed to be <br />established. <br /> <br />Motion carded. Voting Yes: Chairman Pearson, Board members Bawden, Cich, LaTour, <br />Spence, Wilson and Hartley. Voting No: None. <br /> <br />Case #6: Fire Department Pay Proposal: <br /> <br />The Board reviewed the pay proposal for the Fire Department. Mr. Hoeke stated that he <br />believes fire fighters should receive more than $5/ca11, especially when it is a situation of <br />extended hours of service. <br /> <br />Mr. Bawden stated that in his experience, volunteer fire departments meant that the fire <br />fighters volunteered their time and received no wage; he believes $5/call should be <br />sufficient for volunteer fire fighters. <br /> <br />Mr. Wilson noted that the training, meetings and service consumes a great deal of time. <br /> <br />Mr. Hartley stated that in the true sense of the word, he doubts that a volunteer fire <br />department exists in Minnesota. Mr. Hartley stated that the City has invested a lot of <br />money to train and outfit it's rookie fire fighters; the pay should be established at a <br />reasonable rate with no top pay until the department is seasoned. <br /> <br />Motion by Mr. Cich and seconded by Mr. Bawden to recommend that City Council <br />approve the pay scale proposed by the Fire Department. <br /> <br />Motion carried.
