Case g7: <br /> <br />Discuss Fire Fighter Coming Off Probationary Status - October <br />4, 1989: <br /> <br />Mr. Hoeke noted that a ceremony is being planned for October 4 to bring all initial fire <br />fighters off of probationary status. There will also be a potluck dinner for the families of <br />fire fighters, original Fire Committee, Fire Board and City Council. <br /> <br />Case #8: Ramsey Fire Fighters Association: <br /> <br />Mr. Hartley stated that the objective of the Fire Fighters Association is to provide a <br />retirement plan for fire fighters. The City receives a 2% rebate on all residential and <br />commemial insurance premiums paid in the City. Those funds are designated to be put into <br />a fireman's relief association. Once City Council establishes a benefit level, it cannot be <br />changed and the City is responsible for funding it. If the City's annual rebate from <br />insurance premiums is insufficient, the City would have to levy a tax to fully fund the <br />established benefit level. Mr. Hartley stated that he is concerned with the City getting itself <br />into a situation of unfunded liabilities and selecting a benefit package that is the best the <br />City can get for the fire fighters, which doesn't always mean a fire fighters relief <br />association. <br /> <br />Mr. Bawden stated that he was of the understanding that the 2% rebate could be used at the <br />discretion of the fire department; the plan was to use the rebate for equipment through 1990 <br />and then deposit it into a relief association. <br /> <br />Mr. Hartley stated that he will provide the Board with a copy of the State Statute requiring <br />that the entire 2% rebate be used for fire fighter relief plans. <br /> <br />Motion by Mr. Bawden and seconded by Mr. Cich to table action on a relief plan for the <br />Ramsey fire fighters and to request that City Staff provide more informtation regarding <br />options for fire fighter relief packages. <br /> <br />Further Discussion: Mr. Hoeke stated that it is urgent that Ramsey's Fire Fighter <br />Association be established and he would like to know if the City is going to participate in <br />the funding of the relief package. Mr. Bawden stated that the Association can be <br />established without the benefit package being in place and City participation in the funding <br />of it will have to be a decision of City Council. <br /> <br />Motion carried. Voting Yes: Chairman Pearson, Board members Bawden, Cich, LaTour, <br />Spence, Wilson and Hartley. Voting No: None. <br /> <br />Case #9: Drug And Tobacco Free Testing For Ramsey Fire Department: <br /> <br />Motion by Mr. Bawden and seconded by Mr. Cich to approve the policy proposed in the <br />agenda regarding drug and tobacoo testing for the Ramsey Fire Department. <br /> <br />Motion carried.
