Mr. Offerman stated he believes outdoor lighting will transfer to LED before indoor lighting. He
noted the 35W bridge is lit with LED but most other roadways have Metal Halides or high
pressure sodium.
Mayor Ramsey asked about the parking ramp, noting Connexus charges a demand charge and an
energy charge.
Mr. Offerman explained that ideally, all electric would be paid using these two rates; however,
this type of meter is very expensive so Connexus cannot afford to use it on every house but can
afford it with commercial. He noted the blended rate would be less than 11 cents /kilowatt hour,
if averaged. The demand rate is the most amount of power at any 15- minute interval during the
month. The energy charge rate is how much power is used.
Mayor Ramsey noted the City has backup generators and asked if that can be used to offset costs.
Mr. Offerman stated that is an option; however, a generator usually costs more because the
breakeven point is at 100 kilowatt or greater. He stated he can look at that option for City Hall,
if desired.
Councilmember Elvig stated he would like that reviewed because things may have changed since
the City Hall was constructed.
Mayor Ramsey stated at this point he supports the suggestion of Councilmember Backous to go
with LED for new installations and replace Metal Halides fixtures with LED, when needed.
The consensus of the Council was to go with LED for new installations and replace Metal
Halides fixtures with LED, when needed.
2.01: Review Draft Zoning Code Amendments
Senior Planner Gladhill and Planning Consultant Goodroad reviewed the staff report.
Mayor Ramsey stated this is a good concept but a lot of information had been provided that will
take a while to review.
Senior Planner Gladhill explained that tonight staff is trying to identify pieces that should not be
included in the final draft and the Council will have additional opportunities for review and to
provide input.
Councilmember Elvig agreed that a lot of information had been provided and he did not see
anything that changed dramatically. He asked if the proposed updates were for property within
The COR.
Senior Planner Gladhill explained that is a separate document and this language would apply to
B - 2, B - 3, E - 1, and E -2 districts.
City Council Work Session / July 24, 2012
Page 3 of 10
