Councilmember Elvig stated rooftops will become more of a concern as the building height is <br />higher than three stories. He noted fascias were used on the City Hall to mask roof top <br />equipment from Highway 10. <br />Planning Consultant Goodroad advised that standards for screening of rooftop mechanical have <br />been added to all districts because it is not adequately addressed in the current ordinance. She <br />explained that staff does push for rooftop mechanical screening; however, if challenged by the <br />applicant the ordinance contains no "teeth" to enforce. She noted pictures and sketches of <br />acceptable screen will be added to the ordinance. <br />Councilmember Elvig stated this is a huge issue including color but is an expensive aspect to <br />build because it has to withstand weather, wind, and provide adequate screening. <br />Councilmember Wise referenced the requirement for 25% coverage of windows on the building <br />side facing a street, noting a lot of buildings will face multiple streets. He stated that will <br />increase the cost of construction and maintenance. <br />Councilmember Strommen stated she appreciates the consolidation, addition of pictures to <br />describe the intent of the text, and seeing the review and redirection on parking spaces, which the <br />City is usually conservative on. She noted land is expensive and 90% of the time the parking <br />spaces are not used, which makes it appear the business is not successful. In addition, <br />stormwater costs increase as a result of a "sea of parking." <br />Senior Planner Gladhill addressed the question raised by Councilmember Wise related to the <br />25% window coverage requirement, and explained the project would be required to use a <br />minimum of three elements, as listed, to assure interesting architecture. <br />Planning Consultant Goodroad noted there is sometimes concern that all of the buildings will <br />look the same but to assure quality construction, a base standard is needed. She noted that <br />offering of choices will create variety in building design. Planning Consultant Goodroad <br />presented the Zoning Ordinance update to create a new E -3 District, noting it is necessary to <br />implement to update the Pearson Office Park south of Highway 10. <br />The Council had no comments on this section. <br />Planning Consultant Goodroad presented a Zoning Ordinance update related to off - street parking <br />that would prevent over parking yet include flexibility and landscaping requirements. <br />Councilmember McGlone asked how a tree in a parking lot island would impact water drainage. <br />Planning Consultant Goodroad explained that a longer island through a sizable portion of <br />parking lot designed with a rain garden or storm water amenities, can be of benefit.
