Councilmember Elvig stated heavy screening in industrial also raises the issue of security since <br />those spaces are not monitored as well as residential areas. He noted that sight lines need to be <br />created to assure security can be addressed. <br />Planning Consultant Goodroad stated the language is not proposing heavier /denser screening if <br />similar businesses are adjacent. It would be used when a business or industrial use abuts <br />residential. <br />Councilmember Elvig stated that can still raise an issue. <br />Planning Consultant Goodroad presented alternatives to reduce impervious surface coverage and <br />requested feedback. <br />Councilmember McGlone asked where this has been an issue. <br />Planning Consultant Goodroad noted sites like Fleet Farm or WalMart are over parked during <br />holiday shopping seasons so setting a maximum would address that issue. <br />Councilmember Strommen stated there is a better use for the land if only used for parking during <br />several weeks each year. She noted that shortage of parking may occur during holiday shopping <br />seasons anyway and drivers may have to circulate the parking lot to find a spot. <br />Councilmember Wise felt big box businesses would know the parking they need for their <br />customers. <br />Planning Consultant Goodroad stated that is one way to look at it and the industry standard is <br />usually 4/1,000 but they can ask for more parking or hard surface area instead of landscaping, if <br />allowed to do so. She noted a business may have more interest in creating hard surface than <br />paying to beautify the space. <br />Councilmember Wise stated his concern is having a government tell a business what its parking <br />lot should look like and how it should be spending its money when it is already spending <br />millions of dollars on a project. <br />Councilmember McGlone stated we all see news stories about the build up to holiday shopping <br />events but if he had to drive around the lot until he found a parking spot, he would leave. Thus, <br />it would impact that retailer's right to do business. <br />Councilmember Strommen stated she supports adequate parking but during the holiday shopping <br />season, a parking lot will not be large enough. <br />Senior Planner Gladhill stated the language proposes alternatives and staff will bring forward the <br />Council's input that there is not full consensus. <br />Development Manager Lazan advised there is downward pressure on parking requirements and <br />accepted by businesses that they have to do more with less.
