per 1,000 but will agree to 4.5 or 4 per 1,000 if there is an option of overflow parking. <br />Development Manager Lazan stated the lowest he has seen is 3.5 per 1,000 in a heavy mixed use <br />with a parking ramp across the street. <br />Mayor Ramsey asked about Fleet Farm. <br />Development Manager Lazan stated he thinks they are generally at 5 per 1,000 and both Lowe's <br />and Home Depot are at 5 per 1,000 but will consider overlap if cross parking is available. <br />Planning Consultant Goodroad explained the intent is not to create parking that is not adequate <br />and noted it appears there is not Council support for this alternative. <br />Councilmember Elvig suggested stating a maximum and then allowing a variance consideration. <br />Planning Consultant Goodroad stated she would not suggest setting the maximum at 4 per 1,000 <br />because national standards are at 4.5 to 5 per 1,000. She stated it would be a drawback to require <br />a variance procedure to get more than 4 per 1,000. <br />Development Manager Lazan agreed and advised that if told there is such a variance <br />requirement, a developer will find a different site. <br />Planning Consultant Goodroad stated the alternative is to allow credits for use of pervious pavers <br />or some storm water management best practices within parking and drive areas. <br />Councilmember Elvig stated use of pervious pavers could be a suggestion but the City had <br />decided to not use pervious pavers in a recent parking lot project because of the high cost. <br />Councilmember Strommen stated she finds a conflict between setting a parking minimum and <br />then allowing credits if of a certain surface. She stated she does not support Alternative 2 and <br />would prefer instead to state the minimum and maximum. <br />Councilmember McGlone stated the Menards in Blaine is newly constructed and has storm <br />sewer within the parking lot that drains to an area within that property. He asked if that is not <br />functional and what the language is attempting to accomplish. <br />Councilmember Strommen stated the intent is to send less into the City's storm system. <br />Councilmember McGlone stated the Menards lot contains its stormwater on site. <br />Planning Consultant Goodroad explained staff is not suggesting that is not good enough or does <br />not work well, but the language recognizes newer or alternate storm water methods that reduces <br />the size of the pond. <br />Councilmember McGlone stated "new" often means "more costly" and the City has to be <br />competitive with other communities to attract development. <br />City Council Work Session / July 24, 2012 <br />Page 7of10 <br />
