Councilmember Elvig noted it is being offered as an alternative in exchange for ponding <br />requirements. He indicated sustainability is an issue being promoted so if the business is <br />interested in that approach, he would like the ordinance to be inclusive. <br />Development Manager Lazan noted it may be a solution to set 4 per 1,000 as the minimum and <br />4.5 per 1,000 as the maximum to create downward pressure and allow up to 5 to 1,000 if <br />alternatives are used. <br />Councilmember McGlone asked whether a menu of alternatives would be offered. <br />Planning Consultant Goodroad answered in the affirmative, noting pervious pavers do not work <br />on all sites. She then presented a'Zoning Ordinance update to create a consolidated landscaping <br />requirement and asked for the Council's input <br />Councilmember Elvig stated support and suggested a tracking system for the original drawings, <br />which would have to be registered to assure long -term compliance. <br />Senior Planner Gladhill described the City's current tracking and document storage system. <br />Councilmember McGlone noted when trees reach maturity; the City will have to consider the <br />size of replacement tree that would be allowed. <br />Senior Planner Gladhill stated the City would probably use the current planting specifications <br />that includes a minimum diameter, planting depth, and plant flare, or what is shown in the site <br />plan approval. <br />Assistant Planner/Environmental Coordinator Anderson advised of the current landscape <br />standards. <br />Planning Consultant Goodroad stated this information will be presented before the Planning <br />Commission for recommendation to the City Council. <br />Mayor Ramsey noted this relates to new construction and asked how to regulate colors. <br />Senior Planning Gladhill stated the City has adopted the International Maintenance Code as part <br />of the Building Code to address maintenance issues such as peeling paint, but it does not regulate <br />the color of the building. <br />Councilmember Elvig stated the Planning Commission does great work and may lean on the <br />residential side so he would appreciate staff presenting the commercial and industrial <br />conversations as well. <br />2.02: Review Draft Resolution Requesting Review of Minnesota Statutes Related to <br />Permitted Residential Uses <br />Senior Planner Gladhill reviewed the staff report. <br />City Council Work Session / July 24, 2012 <br />Page 8 of 10 <br />
