Mayor Ramsey noted that comparable cities are at $85 per capita and Ramsey is at $205 per <br />capita, a large difference. <br />Councilmember Backous noted it comprises 33% of the balance and asked if that is the best way <br />to report on it. <br />Finance Officer Lund reviewed the items that are included in the government line item. <br />Mr. Nielson noted another variable is whether all cities are consistently presenting from year to <br />year and other cities may be making a different allocation. <br />Finance Officer Lund indicated in 2011, general government was $2.2 million versus public <br />safety at $3.9 million. She explained that general government included over $1 million in TIF, <br />$466,000 in HRA, $551,000 for Bus Service, in addition to other special revenue and capital <br />projects of $450,000. Those figures are included in the $205 per capita calculation. <br />Councilmember Wise noted Ramsey is on the low end of the comparable cities, which also <br />makes a difference. <br />Finance Officer Lund pointed out the averages are fairly close, from $606 to Ramsey's $614, so <br />it depends on how the city reports. She explained that Ramsey places TIF under Special <br />Revenue Funds, not Capital Projects as reported by other cities. <br />Mr. Nielson completed review of the Management Report. <br />Finance Officer Lund stated this item is on the City Council's consent agenda as well as <br />authorization to seek the Certificate of Excellence. <br />Informational; no action required. <br />3. FUTURE TOPICS FOR DISCUSSION <br />City Administrator Ulrich indicated the June 19, 2012, agenda will include continued discussion <br />of 2013 budget and review of goals. <br />3.01: Consider Support of Anoka County Library Grant Request <br />City Administrator Ulrich advised the Anoka County Library has asked the City to support its <br />grant request to fund the "Anoka County Library on the Go," project to provide access to library <br />materials and services at a satellite location in the lobby of the Ramsey City Hall. He reviewed <br />the items for which the City would be responsible, noting it will involve little to no cost and <br />there is no City match requirement to the grant. City Administrator Ulrich recommended a letter <br />of support be written on behalf of the Anoka County Library's grant application under the <br />Mayor's signature. <br />Mayor Ramsey asked whether Andover and Ramsey were competing for the grant funds. <br />City Council Work Session / June 12, 2012 <br />Page 2 of 3 <br />
