This agreement was subsequently assigned to 21st Century bank. <br />Based on the agreement, Oakwood would be credited with the total sewer connection charges on <br />the lots that it develops. Based on information provided by the City, there is currently an <br />unreirnbursed balance of $111,848. <br />The sanitary sewer rate analysis is based on the following assumptions: <br />1. Sanitary sewer system operations and maintenance costs will be funded by sewer utility <br />revenue. <br />2. Sanitary sewer system improvements to extend service to new areas will be funded by <br />sewer connection charges. This consists of trunk improvements only. Lateral <br />improvement costs will be paid by benefitting properties. <br />3. The Sewer Utility Fund balance will be maintained at an average of one year of total <br />expenses. <br />B. 2030 MUSA SEWER SYSTEM IMPROVEMENTS <br />The sanitary sewer system improvements which need to be funded from 2012 to 2031 consist of <br />the improvements required to service the 2030 MUSA. Based on Table 5-4 in the City's 2030 Comprehensive Plan, the <br />projected development rate for commercial and industrial property is 25 acres per year.
