Water -oriented accessory structures and facilities may be <br />1480 allowed if they meet or exceed design standards contained in <br />1481 this subdivision and are centralized. <br />1482 (7) Conversions. Local governments may allow existing resorts or other land <br />1483 uses and facilities to be converted to residential planned unit developments if <br />1484 all of the following standards are met: <br />1485 a. Proposed conversions must be initially evaluated using the same <br />1486 procedures for residential planned unit developments involving all <br />1487 new construction. Inconsistencies between existing features of the <br />1488 development and these standards must be identified. <br />1489 b. Deficiencies involving water supply and sewage treatment, structure <br />1490 color, impervious coverage, open space, and shore recreation <br />1491 facilities must be corrected as part of the conversion or as specified in <br />1492 the conditional use permit. <br />1493 c. Shore and bluff impact zone deficiencies must be evaluated and <br />1494 reasonable improvements made as part of the conversion. These <br />1495 improvements must include, where applicable, the following: <br />1496 1. Removal of extraneous buildings, docks, or other facilities <br />1497 that no longer need to be located in shore or bluff impact <br />1498 zones; <br />1499 2. Remedial measures to correct erosion sites and improve <br />1500 vegetative cover and screening of buildings and other <br />1501 facilities as viewed from the water; and <br />1502 3. If existing dwelling units are located in shore or bluff impact <br />1503 zones, conditions are attached to approvals of conversions <br />1504 that preclude exterior expansions in any dimension or <br />1505 substantial alterations. The conditions must also provide for <br />1506 future relocation of dwelling units, where feasible, to other <br />1507 locations, meeting all setback and elevation requirements <br />1508 when they are rebuilt or replaced. <br />1509 d. Existing dwelling unit or dwelling site densities that exceed standards <br />1510 may be allowed to continue but must not be allowed to be increased, <br />1511 either at the time of conversion or in the future. Efforts must be made <br />1512 during the conversion to limit impacts of high densities by requiring <br />1513 seasonal use, improving vegetative screening, centralizing shore <br />1514 recreation facilities, installing new sewage treatment systems, or <br />1515 other means. <br />1516 (Code 1978, § 9.25.07; Ord.
