Public or municipal collection and treatment <br />facilities must be used where available and feasible. Where public or <br />municipal facilities are not available, all on -site individual sewer treatment <br />systems shall conform to the minimum standards and administration <br />procedures set forth in other applicable city regulations and the minimum <br />standards of the Minnesota Pollution Control Agency (Minn.
