Circle_NW In F]int~ood Hills Recond Addition= <br /> <br />~here was no representative from (l~ateau Construction present. <br /> <br />City Engineer Raatikka stated that Chateau Construction feels that the cost to <br />repair sewer line problems at 14155 Cobalt Circle are the responsibility of the <br />City. Mr. Raatikka stated that he is contending that the sewer pipe was not <br />improperly installed; that it was pulled loose by Chateau's plt~mber at the time <br />of hook up. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman authorizing the City <br />Engineer to respond to Chateau Construction that the City finds that it has no <br />responsibility in the sewer problems experienced at 14155 Cobalt Circle NW. <br /> <br />Further Discussion: City Engineer Raatikka stated that final testing of the <br />lateral sewer lines showed that the laterals were functioning properly. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to pay the <br />s~ne of $2,437.50 to the Lower Rum River Water Management Organization <br />representing one-half (1/2) of Ramsey's 1986 administrative oontribution to <br />this organization. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, COx, <br />Reimann and Schlueter. Voting NO: None. <br /> <br />Public .H~arinaFor Trunk S~orm_Sewer ~ West Drainaaa District: <br /> <br />Mr. Raatikka stated that he and Mr. Goodrich met with Dave Kennedy, Ramsey's <br />bond counsel, regarding methods of financing trunk storm sewer improvements in <br />the west drainage district. ~he following alternatives were discussed: <br /> <br /> II. <br />III. <br /> <br />Special Assessment to benefiting property owners <br />Storm Sewer Improvement Taxing District <br />City Wide Storm Sewer Improvement Taxing District <br /> <br />Mr. Raatikka stated that Mr. Kennedy strongly recommended not going with <br />Alternative I and going with Alternative II. <br /> <br />Mayor Hei~nan stated that if the decision is to go with taxing districts, some <br />thought should be given to establishing all the districts at one time. <br /> <br />Councilmember Reimann pointed out that establishing all storm sewer taxing <br />districts at this time would unnecessarily alarm a lot of citizens; the same <br />citizens who would have input on the public hearings now may not be the same <br />citizens who will be affected when a need for storm sewer arises in a certain <br />taxing district. <br /> January 14, 1986 <br /> <br />Page 9 of 22 <br /> <br /> <br />
