Councilmember Cox stated that he requested this item to be on the agenda
because he doesn't think everybody on Council realizes the ramifications of the
landfill closing as it is presently permitted to. If there is going to be an
end use of the site, it would be advantageous for Council to be totally aware
of what Waste Management is proposing in their request for vertical expansion.
Councilmember Cox suggested that Waste Management of Minnesota make a
presentation to this City Council regarding that proposal for vertical
expansion.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing
City Staff to request that Waste Management of Minnesota, Inc. come before
Ramsey City Council at their February 25, 1986 meeting to indicate their plans
with respect to landfill vertical expansion.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

C. 8~,sey Clean.up Day:

Councilmember Cox noted that at a previous Council meeting, Don Otter of Waste
Management of Minnesota, Inc. indicated that they are willing to discuss the
possibility of a Spring Clean-up Day in Ramsey.

Council directed City Staff to place discussion of a clean-up day with Waste
Management of Minnesota on the February 25 Council agenda.

Annka gnunty_ 's Env~ronmen_~a. 1 Servi~.~ Cg_mmittaa R~_mrh ~ ~-a~ha~_~

Mayor Heitman directed Staff to keep informed on the issue of leachate
migration at the landfill and requested that this case be placed on the
February 25, 1986 Council agenda for further discussion.

Council noted receipt of letter dated December 26, 1985 from Super Bowl, Inc.
regarding their commercial real estate taxes.

Councilm~nber Cox stated that commercial real estate taxes are determined by a
State formula and this matter should be brought to the attention of
legislators.

Mr. Goodrich stated that he will bring this issue to the attention of the new
City Administrator, David Hartley.

Councilmanber Sorteberg noted that Ramsey's mill rate is lower than Anoka and
Coon Rapids and yet Super Bowl indicates that their taxes are 3 times as high
as they would be in those communities.

Mr. Goodrich stated that he will have City Assessor Wirz research Super Bowl's
reasoning for that statement.
January 28, 1986
