Motion by Councilmember Schlueter and seconded by Mayor Heitman to approve of <br />the City Council conducting a closed meeting on February 4, 1986 at 6:30 p.m. <br />at the Ramsey Municipal Center. ~he purpose of the closed meeting will be to <br />discuss the on-going AFSCME union labor contract negotiations and to give the <br />appropriate direction to the City Attorney and City Administrator relating to <br />these negotiations as well as the pending mediation. Said meeting is to be <br />conducted and authorized pursuant to the Minnesota Open Meeting Statute. <br /> <br />Further Discussion: Councilm~mber Cox inquired if this meeting would be for <br />full Council. Mr. Goodrich replied that it would. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann directing <br />City Staff to prepare a response to W.M. Crawford, District Engineer with the <br />Department of Transportation, indicating that Ramsey City Council supports the <br />hours of operation that currently exist for the Dayton Port rest area. <br />Further, that in light of the State's budget shortfalls, Ramsey Council <br />encourages establishing those same hours of operation at rest areas throughout <br />the State. <br /> <br />Further Discussion: Councilmember Reimann stated that some wayside rests in <br />the State are getting to be unnecessarily elaborate. Councilmember Schlueter <br />inquired if this motion encourages reducing rest area hours of operation all <br />over the State. Councilm~nber Cox replied that it does. <br /> <br />Motion carried. Voting Yes: Mayor Hei~an, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: Councilmember Schlueter. <br /> <br />~ublic Service Pnrtion <br /> ~'unds; ~.qSe of F~n{iV_ Life N~nf~l Realth. ~ntgr; <br /> <br />Mr. Goodrich stated that Family Life Mental Health Center provides a service in <br />this area and are requesting financial support from area communities; Ramsey <br />has not granted funds to this organization in the past. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to deny <br />Family Life Mental Health Center's request for a portion of Ramsey's CUBG <br />funds. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
