Senator Dahl requested that a respresentative of Ramsey call him to set up a
meeting with the Commissioner of the Department of Transportation.

Mayor Heitman referred to an article in the League of Minnesota Cities Action
Alert regarding the Governor's budget proposal, the deficit and cuts and stated
that Ramsey is a fiscally responsible City and should not be asked to subsidize
some other city's fiscal irresponsibility.

Senator Dahl stated that he assisted Ramsey and Andover in obtaining their fair
share of State aids; now those cities are expecting and budgeting for that
amount and it would be unfair of the State not to live up to that commitment.
If city councils would communicate their concerns to legislators, it is more
likely that the cuts will be made in areas other than municipal State aids.

Mayor Heitman stated that Ramsey only wants to survive without State aids to
the same degree that everybody else is being required to survive without it.
Mayor Heitman also stated that education is expensive but ignorance is much
more costly.

Councilmember Cox replied that it doesn't mean a bunch of degrees will make a
person not ignorant.

Councilmember Cox inquired as to what can be done about the situation where the
State allows police departments to virtually take whatever they want for a wage
increase whether the community can afford it or not. On the one hand,
communities are held at bay by local aids and on the other hand, communities
are told to pay these rates whether they can afford it or not.

Senator Dahl replied that negotiations with management should be carried out in
good faith.

Councilmember Cox replied that good faith negotiations no longer are allowed
because of State mandated arbitration which is one sided.

Senator Dahl stated that he is not convinced that it is necessarily a bad thing
to allow police and fire departments additional tools to handle bargaining.

Refer to page 9 of these minutes for further action.

Council recessed at 8:46 p.m.

Mayor Heitman called the meeting back to order at 9:01 p.m.

~doDtion :of:R~so]ut!on ADDrov~n_o:_Findinas_of Fact for
~vironm~n~z] A~s~S._~m~-qt W~r_ksheet.' Ca_s.e of North~0~k P.~_._D,:

Ms. Norris stated that the term 'findings of fact' is incorrect; the resolution
is to approve the scoping document which outlines issues the City wants
addressed in the Environmental Impact Statement.

January 28, 1986
