Mr. Kempf stated
that the maximun n~uber of students that would be present at any given time is
6 and with respect to parking, he has a 180' double wide driveway.
Councilmember Cox inquired if there is adequate water supply and sewer
facilities at the site. Mr. Kempf replied that he has 600 square feet of
drainfield. Councilmember Cox inquired if Mr. Kempf would be willing to waive
his homestead tax credit rights because of the business. Mr. Kemp replied that
in this case, the only part of the home that can be considered tax deductible
is less than 1%; the profit from this business is projected to be $5,000/year
and therefore cannot afford to rent commercial property. Mr. Kempf also noted
that this is a low traffic flow business. Councilmember Cox stated that the
$5,000 profit is taken away from a business owner paying to be in a oommercial
zone. Councilm~uber Cox noted that in the past Mr. Kempf was adimant about not
having commercial developed adjacent to his home and now he wants commercial in
his home to avoid paying the freight in a oummercial area and taking business
away from the commercial area.

Motion failed. Voting Yes: Council, embers Sorteberg and Schlueter. Voting
No: Mayor Heitman, Councilmembers Reimann and Cox.

Mr. Kempf stated that he hopes the City searches out every business that is
operating out of a home without the proper permits.

.O.~qe._~14: Consenb Aaenda:

1) Bills FO[ Approva_l_....r.

Motion by Councilmember Reimann and seconded by Councilmember COx to adopt
Resolution 986-22 approving the bills for the month February in the amount of
$202,537.89.
