Further Discussion: Mayor Heitman inquired how Ms. Skarbakka's presence or non- <br />presence will change what Mr. Goodrich recommended as the appropriate <br />procedure. Councilmember Cox replied that it doesn't but he does have some <br />questions he would like answered by the applicant. Mayor Heitman inquired if <br />there was someone present in the audience representing Ms. Skarbakka and there <br />was no reply. <br /> <br />Motion carried. Councilmember Cox <br />expressed serious concern with the fact that there is only one access serving <br />Menkveld's Country Park and Voltin's Oak Hill Estates <br /> <br />Mr. Caine stated that Mr. Voltin will deed a road easement to the east for <br />future access. Mr. Caine also noted that a road looping through the <br />development would provide additional accesses and more parcels but the <br />developer has chosen not to go that route. <br /> <br />Mr. Raatikka stated that street and ditch profiles have not been provided. <br />Additional soil borings have determined that Lot 4 is adequate for an on-site <br />septic system. <br /> <br />Mr. Caine stated that the profiles will be complete in a couple of days. <br /> <br />Councilmember COx recommended that a road easement be~een Lots 3 and 4 be <br />provided to the south in case of future development. <br /> <br />Mr. Voltin stated that because of the cost to build a road over the drainage <br />ditch, he doubts the property to the south will ever be developed. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to <br />approve Mr. Voltin's request for preliminary plat approval of Voltin's Oak Hill <br />Estates with a variance for cul-de-sac length and contingent upon Mr. Voltin <br />complying with the terms of the City Engineer's report dated January 30, 1986 <br />including the provision of a 66 foot wide utility easement along the north edge <br />of Lot 4. Further, that development of Lot 4 will not take place until a <br />southerly access is established; subdivision of Lots 1, 2 and 3 will not be <br />made until an additional access has been established. <br /> <br />Motion carried.
