Larry Henke - 8062 154th Avenue - Stated his neighborhood has been plagued with <br />ordinance violation problens; people have moved from the neighborhood because <br />of it; his house is for sale for the same reason. ~he ordinance is in place <br />and Council should enforce it. <br /> <br />Resident - 15355 Eland - Stated that violators only temporarily remedy the <br />problem to satisfy City Staff; there should be guidelines established providing <br />that violators are monitored on an on-going basis so the burden is not on the <br />neighbors to keep registering complaints. <br /> <br />Margarite Hanke - 8062 154th - Stated that she is concerned with the <br />contradiction between city ordinances and what Planning and Zoning is doing, <br />i.e., Planning and Zoning is recommending approval for a conditional use permit <br />to locate a cement business in a residential area <br /> <br />Workshop_On March..6_; _1986. _at .~:00,, p. Connie__Skarbakka: <br /> <br />Ms. Skarbakka was present earlier but not at the time her case came up for <br />di scussion. <br /> <br />Motion Dy Councilmember COx and seconded by Councilmember Reimann to defer any <br />requests for conditional use permits for a home occupation until after the <br />joint Council/Commission workshop meeting scheduled for March 6, 1986. <br /> <br />Further Discussion: Mr. Goodrich stated that the action in the motion is <br />inappropriate because City Ordinance does allow for home occupation permits and <br />Ms. Skarbakka is making application pursuant to ordinance. Mr. Goodrich stated <br />that Council does not have the right to table the case based on proposed <br />amendments to the ordinance, but Council can place a moratorium on the <br />ordinance itself. Mr. Goodrich stated that the past general policy in Ramsey <br />has been to approve requests for home occupation permits; denial of this <br />request would require the adoption of a findings of fact. <br /> <br />Councilmember Cox withdrew his motion and Councilmember Reiman withdrew his <br />second to the motion. <br /> <br />Motion Dy Councilmember Cox and seconded by Councilmember Reimann to table Ms. <br />Skarbakka's request for a home occupation until such time as Ms. Skarbakka can <br />be present to answer questions relating to the request that Council might have. <br /> <br />February 25, 1986 <br /> <br />Page 12 of 22 <br /> <br /> <br />
