If the <br />city does not choose to go into the cemetery business, Cross of Hope suggests <br />that they would purchase the adjacent 10 acre parcel and in return for the City <br />developing a road through the cemetery, Cross of Hope would develop a non- <br />denominational cemetery for public purchase. <br /> <br />Mayor Heitman directed that this issue be forwarded to the Planning and Zoning <br />Commission for zoning considerations and if necessary, a special Council <br />meeting be called to address this issue in order that it is resolved within a <br />time frame agreeable to Cross of Hope. <br /> <br />Council recessed at 9:05 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 9:15 p.m. <br /> <br />~ ~pforc~menk Of Muisance._Ord!nancm .[Oun~): <br /> <br />It was suggested that this case be tabled until the March 6 joint Council/ <br />Commission meeting. <br /> <br />Councilmember Schlueter noted that enforcement of the nuisance ordinance has <br />been an on-going problem in Ramsey; and at this point she is referring to a <br />specific area of the City from which complaints are being generated and not <br />addressed to the satisfaction of the citizens. <br /> <br />Councilmember Cox stated that the City would not allow for these kinds of <br />violations in the business community and residential neighborhoods want to be <br />treated accordingly. Councilmember Cox noted that Planning and Zoning just <br />voted 4-3 to recommend that another business entity be allowed in a residential <br />area on a parcel of land that will qualify for homestead credit and Green Acres <br />making it impossible for a similar business in a commercial area to compete <br />with. <br /> <br />Motion by Councilmember Cox directing City Staff to take appropriate measures, <br />based on City Ordinances, to correct the situation regarding zoning complaints <br />generating from the area of Whispering Pines Plat 94. <br /> <br />Further Discussion: Mr. Hartley stated that specific infractions of the <br />ordinance for which complaints have been filed on have been acted upon and are <br />in their due process period. Ms. Norris stated that after receiving a <br />complaint she verifies the violation, informs the property owner of time <br />allowed to get into compliance and if no effort is made towards compliance, the <br />matter is turned over to the City Attorney. Ms. Norris stated that several of <br />the cases to which Council is referring are due to be turned over to the City <br />Attorney this week. Mr. Goodrich stated that after he receives a case, he has <br />Ms. Norris sign a formal complaint and a judge will summon the violator into <br />court to answer to the complaint.
