C) Enain~r~na/I::h'~hl 'lc: _T,~rk~ - <br /> <br />Mr. Raatikka stated that he talked with the State Aid Engineer and he indicated <br />that the City can use State Aid funds for off-system improvements, such as the <br />Rum River Bridge Crossing; future funding can be used to retire bonds also. <br /> <br />Mr. Hartley stated that Ramsey definitely needs to investigate all potential <br />options to utilize funding available without endangering Ramsey's allocation on <br />MSA funding and he is not convinced all options have been explored. <br /> <br />Mr. Raatikka stated that the light poles have been delivered to Central Park. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann directing <br />Staff to send a letter of appreciation to Mr. Donald Essig thanking him for <br />making Ramsey aware of the cement light poles available for purchase. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />d) Comunit7~. D~va~Dma~]~t .- <br /> <br />Council noted. <br /> <br />Mr. Graczyk reviewed his Staff Report with Council. <br /> <br />Councilmember Cox stated that he still has concerns with the 59 hours of <br />vacation, sick and holiday time logged by the Police Department and that he <br />understands that the Personnel Committee is researching the issue. <br /> <br />CI~{]N£IL B[l~q INF'.qg <br /> <br />~ Anoka landfil! Vertl.~l E~_nansion :Proposal; <br /> <br />Don Otter and Terry Miller of Waste Management of Minnesota, Inc. were present. <br />Mr. Otter introduced Mr. Jerry Sevick from the consulting firm of Foth and Van <br />Dyke. Mr. Sevick gave a presentation on the aspects of the proposed vertical <br />expansion at the Anoka landfill site. ~he following is a stm~mary of what is <br />being proposed in that vertical expansion: <br /> <br />a. Modify final grade slopes; 93% of the slopes will be at 25% and 7% of <br /> the slopes will be at 6%. <br /> <br />Current final cover is 12" of lime sludge, 12" of middle earthen cover <br />and 6" of topsoil; water passes through lime sludge at a rate of 1' <br />per year. ~he design in the improvement plan will replace the lime <br />sludge with 1' of clay; water passes through clay at a rate of 1.2" <br />per year. ~his design feature decreases the amount of infiltration <br />and leachate ultimately produced. <br /> <br />For drainage, the improvement plan includes 12,300' of diversion <br />berms to collect water run-off and direct it into a sedimentation <br /> February 25, 1986 <br /> <br />Page 7 of 22 <br /> <br /> <br />
