basin. ]his feature shortens the amount of time water has to pass <br />over the site itself and decreases the amount of infiltration and <br />leachate ultimately produced. <br /> <br />d. ~he proposed improvaments will result in a 58% reduction in the amount <br /> of infiltration into the landfill. <br /> <br />em <br /> <br />~he improvaments include a gas migration control syst~n which consists <br />of the current active gas system plus an additional passive system to <br />be installed. ~he benefit of the gas system is that it will reduce <br />internal pressure within the landfill which will reduce the potential <br />for off-site migration of gases. <br /> <br />A controlled filling sequence has been designed consisting of 6 <br />phases. ]he benefit of controlled filling and systematic closure is <br />that it minimizes the size of open area at the facility at any given <br />time. <br /> <br />g. ~he ultimate final grade for the facility, at the center of the site, <br /> will be approximately 4' higher than it is at this time. <br /> <br />Douglas Fountain - 15255 Garnet Street - Inquired if the reduction of water <br />infiltration reduces the ability to produce the methane, a product for which <br />Waste Management and the County are discussing a 1-1/2 million dollar facility. <br /> <br />Jerry Sevick - Replied that there is a certain amount of water contained within <br />the refuse when it arrives at the site. <br /> <br />A1 Pearson - 14821 Bowers Drive - Inquired why fill can't be used, rather than <br />refuse, to increase the slope grades. <br /> <br />Mr. Otter - Replied that the cost of fill makes that option prohibitive; Waste <br />Management of Minnesota is attempting to comply with required environmental <br />improvements at an affordable cost. <br /> <br />Kay McCulley - 14431 Wolfram - Inquired how long landfill life will be extended <br />with vertical expansion. <br /> <br />Mr. Otter - Replied that landfill life could be extended two to four years. <br /> <br />Mr. Douglas Fountain - Stated that the improvements are to provide for a <br />systematic and engineered closing of the site; isn't that accomplished through <br />County regulations already in place. <br /> <br />Mr. Otter - Replied that more is being learned about landfill closings and this <br />vertical expansion plan is an improvement over the regulations for closings. <br /> <br />Mr. Fountain - Inquired if there are other areas that could fulfill disposal <br />capacity needs during that interim between Anoka site closure and new <br />generation landfills coming on line. <br /> <br />Mr. Otter - Replied that he doesn't know if there would be any other sites that <br />could handle the volt, ne. <br /> February 25, 1986 <br /> <br />Page 8 of 22 <br /> <br /> <br />
