Councilmember Cox reminded the audience that the purpose of this meeting with <br />Waste Management of Minnesota was to make Council knowledgeable as to what is <br />being proposed in the vertical expansion; this meeting was not intended to be a <br />public hearing or confrontation. <br /> <br />Mr. Doulgas Fountain - Recommended that Council adopt the same position as MPCA <br />did in December when Waste Management of Minnesota made a presentation before <br />the Anoka County Board, i.e., MPC~ would not consider any expansion of any type <br />at the Anoka Landfill site until the testing procedures have been completed. <br /> <br />~ .!:~CA/Wa!t:ek, _!nc. Polic'v <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #86-21 identifying the policy for the City of Ramsey as it relates <br />to action taken by the Pollution Control Agency against Waltek, Inc. (Please <br />refer to resolution file for Resolution #86-21). <br /> <br />Motion carried. Voting Yes: Councilmembers Sorteberg, Cox and Reimann. <br />Voting No: Mayor Heitman and Councilmember Schlueter. <br /> <br />Councilmember Cox stated that he will be meeting with Senator Dahl and the <br />Director of P(i~ on February 26 and will present this resolution to them. <br />Councilmember Cox stated he is very surprised anyone would vote 'no' to a <br />resolution siting PCA's action to fine, rather than warn, a local company <br />employing 50; and all this at the same time our EDC is trying to create new <br />business and support existing business. <br /> <br />Czse #3 .- £it~ l~wslatter: <br /> <br />Mr. Hartley emphasized that there are several matters that cannot proceed <br />without first being published in the City Newsletter. Staff is recommending <br />Council approval to proceed with a 4-page monthly newsletter. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Schlueter to approve <br />the initiation of a monthly City newsletter, to accept the offer of School <br />District #11 for allocation of one-half of the cost of mailing (up to a maximum <br />of $400) under the District's bulk mailing permit and to award the bid for <br />printing of the newsletter to All-Brite Graphics of Ramsey, Minnesota at a cost <br />not to exceed $575.00/month. <br /> <br />Further Discussion: Councilmember Schlueter noted that Mr. Stewart's letter <br />indicates the possibility of the Post Office determining that newsletters may <br />be inappropriate to be mailed under School District permits. Mr. Hartley <br />replied that in such an event, Ramsey could obtain it's own bulk mailing <br />permit. Mayor Heitman stated that All-Brite's bid adjush~ent to a lower rate <br />and the two month disclaimer hints that they doubt they can live up to their <br />bid; on the other hand, the other two bids might have been too low and they <br />would not have been able to live up to their bids either. <br /> <br />Motion carried.
