Motion by Councilmember Cox and seconded by Councilmember Reimann directing the <br />City Engineer to prepare appropriate alternatives for the intersection of <br />Dysprosium Street, Hwy. #47 and Cty. Rd. #5 and to have this information <br />available at the next regular Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx and <br />Reimann. Voting No: None. Absent: Councilmember Schlueter. <br /> <br />~ wmmt Drainaa~ Dist~ict~ <br /> <br />Mr. Hartley stated that in the Comprehensive Storm Drainage Plan it is <br />indicated that the community would be divided into several drainage districts <br />established by topographical boundaries. ~he method that is being proposed to <br />finance storm sewers is a very specialized law on the books that states the <br />City can establish storm sewer districts, perform improvements in the districts <br />and tax the properties in the district. ~he taxing method may not be the best <br />but specially assessing is ct~nbersome and in most cases unfair. <br /> <br />Mayor Hei~man inquired as to why the northern 1/3 of the city was not included <br />in any of the drainage districts. <br /> <br />Mr. Raatikka replied that the northern 1/3 of the city was not included in <br />drainage districts because it is felt develounent in this area will r~main <br />rural. <br /> <br />Mayor Heitman expressed concern with one particular district needing a great <br />deal of drainage improvements and the oost to the property owners in that <br />district. <br /> <br />Mr. Hartley replied that improvements would take place over a number of years <br />and the costs would be picked up by various owners of the properties during <br />those years. Mr. Hartley stated that a policy decision has to be made and <br />doct~ented regarding who pays for what and if undevelopable land is being made <br />developable or developable land with drainage problems is being relieved. <br /> <br />Mayor Heitman inquired if there is any legal recourse for citizens not wanting <br />the drainage improvements. <br /> <br />Mr. Hartley replied that there is a provision built into the charter for <br />stopping the financing -- a petition from 50% of the residents. <br /> <br />Mayor Heitman stated that methods should be researched that would prevent <br />a situation of future residents getting for free what existing residents had to <br />pay for. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Reimann to <br />adopt Resolution #86-56 calling for a public hearing at 7:30 p.m on April 15, <br />1986 to discuss establishment of the West Drainage Storm Sewer Taxing District. <br />(Please refer to resolution file for Resolution #86-56). <br /> <br />Motion carried.
