ReoeJ~nc~_Fe~nJhJl J~ R~_m~(~ Anal O~ll ina ~n~ l~hl Je t~emrJna On <br /> <br />Mr. Art Raudio was present. <br /> <br />Mr. Raatikka stated that part of the improvement plan includes extension of <br />MSAS, Dysprosium Street; the balance of the improv~ent costs will be assessed <br />to Flintwood Hills Second Addition - Phase II. <br /> <br />Councilmember Cox suggested that it might be appropriate to extend Dysprosium <br />all the way through the plat to County Rd. #5 at this time. <br /> <br />Mr. Raatikka replied that the full extension is not being proposed at this time <br />because of uncertainties with respect to the intersection of 9hurston Avenue <br />and Cty. Rd. 9116. <br /> <br />Mr. Raudio requested that if Council accepts the feasibility report and calls <br />for a public hearing, would they also order plans and specs contingent upon <br />funding for same being provided. ~his process would save the developer 28 days <br />because the plans and specs could be adopted the same day the public hearing is <br />held. <br /> <br />Mr. Raudio inquired as to h~ interest will be handled. <br /> <br />Mr. Raatikka replied that Ramsey's bond consultant has always set it up with <br />interest beginning the day the bonds are sold. <br /> <br />Mr. Hartley stated that the time between when the bonds are sold and the cash <br />is disbursed to cover construction costs is taken into consideration and <br />revenues received during that period of time decrease the size and cost of the <br />bond issue. <br /> <br />Mr. Raudio stated that there is a possibility the developer will want to <br />construct the improvements and only the ~SA street construction would have to <br />be bid. <br /> <br />Motion by Councilm~mber Cox and seconded by Councilm~mber Reimann to adopt <br />Resolution #86-55 accepting the feasibility report for Flintwood Hills Second <br />Addition - Phase II and calling for a public hearing at 7:30 p.m. on April 22, <br />1986. (Please refer to resolution file for Resolution 986-55). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Reimann. Voting No: None. Absent: Councilme~ber Schlueter. <br /> <br />Motion by Mayor Heitman and seconded by Councilm~mber Cox to order plans and <br />specifications for streets and utilities for Phase II of Flintwood Hills Second <br />Addition contingent upon funding being deposited for the cost of same. <br />Further, that these plans and specs should be available for review and adoption <br />at the April 22, 1986 Council meeting. <br /> <br />Motion carried. Voting Yes: <br />Reimann.
