Until the citizens want their taxes to be increased, the City cannot <br />provide all the services the citizens desire. <br /> <br />Ken Roux - Stated that the issue is not whether or not the citizens want <br />sealcoating; the issue is whether or not the cost of it should be assessed. <br />If the citizens have to pay for the sealcoating, they will, but before they do <br />the City better make sure the roads are repaired properly. <br /> <br />Mike Drossel - To what extent will the City make road repairs; have not gotten <br />a good response from the Streets Department in the past. What kind of rock <br />will be spread over the bitumious material? <br /> <br />Steve Mackey - ~here has been no maitenance of streets in Countryside Estates <br />since the blacktopping; the cost savings to the City for not having to grade <br />those dirt roads anymore should be used for sealcoating. <br /> <br />Mayor Heitman pointed out that other items, like snowplowing, do constitute <br />maintenance. <br /> <br />Mrs. Bruce - Stated that there are less maintenance costs with blacktopped <br />roads. <br /> <br />Councilmember Cox replied that the money that is saved is used to keep property <br />taxes at a reduced level. <br /> <br />Mr. Raatikka stated that the rock used in the sealcoating process is FA2 <br />modified. <br /> <br />Mr. Drossel - Stated there is no wear to peat rock because it is rounded; why <br />isn't sealcoating proposed with granite; granite would give 10 years surface <br />life to residential streets. <br /> <br />Mr. Raatikka replied that peat rock has held up well on residential streets; <br />estimated granite would cost 30% more than peat and probably give 30% more <br />street surface life. <br /> <br />Citizen - Inquired if excess rock that does not absorb into the bituminous <br />material will be cleaned up. <br /> <br />Mr. Raatikka stated that a majority of the excess rock will be swept up. <br /> <br />Mr. Bob Bruce - Inquired as to who will pay for the major street repairs that <br />need to be done. <br /> <br />Bob Jacobsen - Sports Haven - Inquired if these are the first sealcoating <br />projects in Ramsey. <br /> <br />Mayor Heitman replied these are not the first sealcoating projects and previous <br />ones were handled in the same manner. Mayor Heitman interpreted citizen <br />concern focusing on: 1) Definite repairs that need to be made prior to <br />sealcoating; 2) Quality of initial road construction; 3) Past promises made <br />which may or may not have been misleading.
