rights. <br /> <br />Council directed that Item 16.3.D should read: 'An employee is absent from the <br />payroll due to lay-off continuously for greater than fifty-two (52) weeks. <br /> <br />17) Article 19 - Discipline - Mr. Hartley stated that this article has been <br />greatly rewritten and it simply states that the employer will discipline and <br />outlines guidelines for certain kinds of disciplines. <br /> <br />18) Article 21 - Uniforms - Mr. Hartley stated that the city has language in <br />ordinance form providing uniforms for public works department; language has <br />been added regarding ownership of uniforms with employer designating the <br />standard uniform. <br /> <br />19) Memorandum of Understanding - Mr. Hartley stated he did not agree to step <br />increase programs being included in the contract except for those 3 employees <br />previously pledged step increases. <br /> <br />20) Leave of Absence Policy - Mr. Rartley stated that the leave of absence <br />policy is language to deal with all of the wide variety of leaves of absences. <br />The City will not be required to hold an employees position vacant while that <br />employee is on leave; however, every effort will be made to return that <br />employee to the position for which they are qualified. <br /> <br />IN CONCLUSION <br /> <br />Mr. Hartley stated that there is substantial language contained in this <br />contract to protect every interest the City might have. <br /> <br />ADJOU~RNMENT <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adjourn <br />the closed executive session of the Ramsey City Council. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and $chlueter.
