concerned with the health factor in regards to the effect of the water on the
proper operation of the septic tank and drainfields. What can I do until there
is storm sewer?

Mr. Hartley - Storm sewers districts are a long term approach to the problem.
City Staff is discussing these problems and deciding what to do immediately to
address them. We hope to have a recommendation to Council on April 22.

Lynn Ackerman - The audience keeps asking how we can expect to decide on a
financing method when we don't know the costs; Mr. Hartley keeps repeating that
a financing method is needed so the city knows what it can do. When you are in
the market for a house, you look at the location, how much it will cost and
it's advantages and disadvantagas. I have no idea what this pipe will cost.
Has anyone stopped to make a feasibility study of any kind? I have lived here
since 10 years and 1976 was a very dry year. Has anyone counted how many homes
and acres will be affected and the general price of a system so we can have
that information on which to base a financing method decision. Adopting the
ordinance establishing the districts, then proposing the project and making the
costs known, a petitioning process to stop the improvement, and going to a
referendum could delay a solution to people's water problems for another 1-1/2
years. Can't we have some cost figures now?

Mr. Hartley - We have some cost estimates for a complete storm sewer system but
it may only take Phase I of that system construction to solve the problems.

Mr. Raatikka - The estimated cost for a total storm sewer system in the West
Drainage District is 3 million; in the South Central District it is estimated
at 2.4 million. For now, we are considering the first phase which is estimated
at $400,000-$500,000.

Lynn Ackerman - Where do the people footing the bill go when we find out it
will cost twice as much as expected and the method of financing chosen will
cost us more.

Mr. Hartley - The cost of the project is going to be the same no matter which
way you finance it. If we were able to establish special assessments that were
absolutely fair and establish taxing districts that were absolutely fair,
everbody would have the same cost. We can't do that. We want to tell Council
that the public prefers one approach versus another. I don't think the
information we could provide you would be close enough to accurate for you to
base such a decision on.

Lynn Ackerman - Then this evening is a bust and what are we debating?

Mr. Hartley - You are saying you prefer the special assessment approach because
you can't go with taxing districts on a case by case basis.

Lynn Ackerman - Is there a way to subdivide these taxing districts?

Mr. Raatikka - Each district would have their own tax levy because each
districts storm sewer needs may be different.

Lynn Ackerman - If we wind up with a large discrepancy between the two
April 15, 1986
