at least 500 homes affected.

Mr. Hartley - We are not proposing to do these improvements. Our concern is
that we know at some time in the future, whether it be a single culvert or a
massive system, there will be a need for some kind of system. Before we get
started, we need to know how we are going to finance it.

Joe Galindo - If this project was to proceed, would sewer and water be
constructed simultaneously or will we tear up the streets several times.

Mr. Hartley - Storm drainage systems do not necessarily follow street
alignments and require tearing up of streets because of land topography.

Darryl Fults - 15410 Barium - Last year City Hall was full of people
complaining about water problems. It was so bad that the City bought pumps to
take care of the situation.

Ramona O'Donnell - 7300 150th Lane - If you have to make a decision, go with
the entire city paying for it; that way we will have the vote.

Mr. Goodrich - If you challenge the ordinance through a referendum procedure,
the entire city votes on it, not just your district.

Ramona O'Donnell - The city is trying to put an airport over my house and now
you want to put a drainage system through my yard; and then you want me to tell
you how to pay for it.

Alan Heifort - 8421 167th Lane NW - I just got the City newsletter today and
the only reason I am here is because it said storm sewers and sewers bother me.
I think the storm sewers will take care of excess water from storms but the
problems we are experiencing are caused by high water tables. Is drainage a
really big problem in Ramsey?

Mr. Raatikka - The high water table is part of the cause. The problem may not
be so big but it is a costly problem to alleviate. Last Fall, the city had 25
complaints but there were a lot of people that did not register a complaint.

Sandy Petersen - 7351 151st Avenue - I am one of the people who does have water
in their basement and I have had for 1-1/2 years. Please let storm sewer go
through. We can't get rid of the water, there is no place to pump it to. I am
not the only one that has water covering almost their whole back yard.

Keith Kiefer - Has any consideration been given to the impact of storm sewers
on shallow private wells?

Mr. Hartley - Don't think we can lower the water table enough to have an effect
on shallow private wells.

Mr. Raatikka - City code requires that private wells be a minimum of 50' deep.

Charles Lasley - 7431 150th Lane NW - We moved here four years ago and there
was some low land, but now we can canoe on that land. We lost 60-70 feet of
our back yard to water. I am concerned for the safety of my two year old. I am
April 15, 1986
