Mr. Warho! - If the taxing districts are not established, how will storm sewer <br />to the Industrial area be financed? <br /> <br />Mr. Hartley - The areas benefitting would be defined and assessed. <br />Mr. Warhol - Who owns the land in the Industrial area? <br /> <br />Mr. Goodrich - That land is privately owned. <br /> <br />Marguerite Henke - 8062 154th Avenue NW - Nobody has said what specific <br />drainage problems there are in the district; I have only noticed flooding <br />problems by Tom Thumb. The developer that built earth homes in that area <br />should be responsible. If the city gave that developer the O.K., then the city <br />is responsible. If the city is responsible, why is a small portion of the city <br />paying for the city's mistakes. If the city had handled this problems <br />correctly, we would not be having these flooding problems. The drainage from <br />Whispering Pines runs north and don't see how we are affecting the people to <br />the south. <br /> <br />Mr. Hartley - I think the presumption is being made that there are problems. <br />We are not proposing tonight that there are problems in one district or not; <br />there may be. What we are proposing tonight for your consideration and your <br />district, is how do we go about providing storm sewer improvements if and when <br />they are needed. Years ago, the decision to let developers develop that area <br />may not have been an error. The facts may have been entirely different at the <br />time the decision was made to develop those areas. I don't know any of the <br />facts at that time but I suspect the policy makers at that time made the <br />decisions based on the best information at hand. <br /> <br />Marguerite Henke - Refer to Mr. Hartley's comments about the Union doing the <br />city a favor and publishing the hearing on the front page. I don't think that <br />was much of a favor. Ramsey has really been getting a lot of front page <br />publicity lately that is making it difficult to sell property in the city. We <br />don't need front page headlines that destroy property values. <br /> <br />Joe Galindo - 15645 Traprock - I am not included in either of the proposed <br />taxing districts. How many homes are affected by these districts and how many <br />properties are having drainage problems? <br /> <br />Mr. Hartley - I don't have a count of people having water problems. What we <br />are trying to decide is if there are water problems and if there are going to <br />be improvements, how do we go about financing them. <br /> <br />Joe Galindo - You're putting the cart before the horse. <br /> <br />Mr. Hartley - The reason we are establishing a taxing district prior to the <br />improvement is in order to be able to use this tool of financing. The law says <br />that you have to establish the district first and then propose the improvement. <br />If we use special assessments, or some other means of financing, we would <br />propose the improvement first. <br /> <br />Joe Galindo - I don't think a storm sewer system is necessary until there are <br /> April 15, 1986 <br /> <br />Page 8 of 12 <br /> <br /> <br />
