in our City newsletter that goes to each property.

Terry O'Connor - Is it just common courtesy then when the city sends hearing
notices to each home?

Mr. Hartley - The subject of tonight's hearing is not required to have a
private mailing to each home.

Terry O'Connor - How can we make a decision on the financing method when we
don't know what the costs to each household would be with the various methods?

Mr. Hartley - What we are talking about tonight is how we can go about
financing storm sewer improvements now and in the future. It is likely that
there will be more than one storm sewer improvement over the period of years
and information on one particular improvement may not be appropriate emough to
base a decision on. We are trying to get the information on financing methods
to the public. I don't know that a financing method decision can be made on the
basis of dollars and cents; maybe it should be made based on a higher plane of
fairness and practicality. Financial information will be provided and a public
hearing conducted when an improvement is proposed.

Terry O'Connor - If we are not happy with the projected cost of an improvement,
can we proceed to oppose the improvement? If the taxing district ordinance is
adopted, are we locked into that financing method?

Mr. Hartley - Yes, there is opportunity provided to oppose a proposed
improvement. From a legal standpoint, you are not locked into the taxing
district method. From a practical standpoint, I think you are.

Mr. Goodrich - I heard from a councilmember present that some people in the
audience think that pipeline is actually going to be installed through the
Whispering Pines area. That is not correct.

Mr. Raatikka - The improvement projects would start in the lower reaches of the
district and it would be several years before we get to the upper areas. The
pipe in the lower reaches would be oversized to handle runoff coming from the
upper areas.

Mr. Hartley - Where you start the improvements has to be where you are going to
let the water out -- the Mississippi River.

Roger Warhol - 7010 150th Avenue NW - Read in the City newsletter that
utilities are proposed for the Industrial area at a cost of 1.5 million; is
that proposal pursuant to these taxing districts?

Mr. Hartley - No, those improvements are not pursuant to these taxing districts
being established.

Mr. Raatikka - One half million of the utilities proposed for the Industrial
area are for storm sewer improvements.

Mr. Hartley - Sanitary sewer and water to the Industrial area would not be
financed through the storm sewer taxing districts.
April 15, 1986
