Voting No: None. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to approve <br />the request by the Ramsey Lions Club for a conditional use permit to hold sand <br />drag races and mud runs on June 21 and 22 and August 16 and 17, 1986, <br />contingent upon the Lions Club entering into a conditional use permit agreement <br />with the City. <br /> <br />Further Discussion: Mr. Goodrich stated that the conditions in the permit <br />agreement are the same as they were in 1985. Councilmember Cox stated that he <br />has received a lot of comments indicating that last year's drag races were <br />conducted in an excellent manner. Mayor Heitman stated he is approving the <br />request this year because those persons opposing the races in previous years <br />indicated their satisfaction with the manner in which they 1985 races were <br />conducted. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #16; <br /> <br />R~q~est For Conditional Use Permit To Constru¢~ And Operate A <br /> Cemetery At 5730 179th Lane NW; Case Of Mr, Bob Sylvester And <br /> C:o~ Of Hope Lutheran Church: <br /> <br />Pastor Olson, Bob Sylvester and Bill Jenson were present. <br /> <br />Jack Beissel - 17917 Junkite Street - Stated he lives across the street from <br />Cross of Hope Church. He attended the Planning and Zoning meeting that <br />addressed this case and it seemed to be a land issue to that Commission, i.e., <br />road alignment, signage, lighting, etc. Mr. Beissel stated that he wants the <br />issue of cemeteries and their permanence addressed. Cemeteries are land that <br />is taken off the tax roles forever and can never be encroached upon. There are <br />no guarantees the church will always be at this location; if approved, the <br />cemetery will always be there. The City Attorney should research the issue of <br />perpetual maintenance. Planning and Zoning recommended fencing and gating only <br />the access road to the cemetery; how will snowmobilers be kept off the <br />property? Will there be a well installed for lawn maintenance? Who will pay <br />for the road? How can a non-profit organization take on such a formidable <br />task? Church members were offered first choice on cemetery plats; what was <br />the response to that offer? Who will manage the cemetery? More effort has <br />been put into transferring the cable franchise and cable is something that can <br />be removed in the future. <br /> <br />Councilmember Cox stated that a Cemetery Committee was formed a year ago and a <br />lot of effort has gone into studying the cemetery situation in Ramsey. <br /> <br />Mr. Bill Jenson stated that he is a member of Cross of Hope Church and was <br />appointed to the Cemetery Committee with respect to this particular location. <br />The intent is to utilize the southern portion of two 10 acre tracts as a <br />cemetery. The plan is to ultimately develop 6600 grave sites in this 8-1/2 <br />acres; initially, 1300 grave sites would be developed in the northwest corner <br />of the site. There is natural screening on the north and south and more would <br />be planted on the east and west; the access would be fenced and gated.
