cemetery would also be supported by the Lutheran Church of America and the <br />continuity of cemetery ownership is as much assured as anyone could provide <br />for. Mr. Jenson stated that Mr. Sylvester and Pastor Olson agree with the <br />proposed conditional use permit agreement. Mr. Jenson gave approximate <br />locations for neighboring residents and stated that the closest residential <br />property has no objection to the cemetery use and location. <br /> <br />Pastor Olson stated that a profit from the cemetery would not be realized for <br />twenty years and that the church members have not been promised anything; it <br />will be a public cemetery. Development costs will be the responsibility of the <br />church. <br /> <br />A1Koenig - Cemetery Committee Chairman - Stated that this proposal seems to be <br />the best alternative Ramsey has right now. Stated that it is obvious Mr. <br />Beissel has done a lot of homework and suggested he serve on the Cemetery <br />Committee and Council table this case. <br /> <br />Mr. Sylvester stated that Cross of Hope has until May 6 to exercise their <br />option to purchase the land. <br /> <br />Mr. Beissel stated that Council studies permits for kennels and beauty shops <br />more closely than this particular request. <br /> <br />Ms. Bacon - Stated she is less concerned with churches and cemeteries than <br />beauty shops and kennels; why all the concern over a pretty church and <br />cemetery? <br /> <br />Gilbert Menkveld - Stated he is not willing to extend the purchase option <br />beyond May 6; that he knows people interested in developing a cemetery and <br />he doesn't believe in non-profit organizations competing with profit making <br />organizations. <br /> <br />Councilmember Schlueter stated that she wants to know that the members of Cross <br />of Hope will commit to developing a cemetery before she approve the request. <br /> <br />Pastor Olson stated that the congregation has not been approached regarding the <br />cemetery because the conditions of the proposed use are not known. <br /> <br />Mr. Goodrich noted that the City's only concerns should be if there will be <br />perpetual maintenance if a cemetery is developed and whether or not the City <br />will participate in the cost. <br /> <br />Councilmember Cox inquired as to what Council had in mind when they authorized <br />the formation of a Cemetery Committee to research improving existing cemeteries <br />and alternative sites. Who did Council think was going to pay for <br />recommendations that resulted? <br /> <br />Mr. Goodrich stated that there are State mandates that control maintenance, <br />pricing, etc. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Cox to adopt Findings of <br />Fact 0133 and approve the request by the Cross of Hope Lutheran Church and Mr. <br />April 22, 1986 <br /> <br />Page 13 of 14 <br /> <br /> <br />
