Councilmember Cox stated that if this Council is not serious about establishing
a two district taxing system, funds and staff time should not be wasted
gathering information.

Mr. Goodrich stated Council cannot obligate themselves or anyone to voting on
any particular ordinance until after the public hearing on the ordinance.

Motion by Councilmember Cox and seconded by Mayor Heitman directing City Staff
to draft appropriate ordinances for establishing the City into a Northern and
Southern storm sewer taxing district; to schedule and advertise a public
hearin§ regarding those ordinances. It is further directed that the public
hearing be scheduled in a sufficient amount of time to allow for it's
advertisement and delivery in the City Newsletter.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Lola Waller requested that information regarding the percent of Ramsey
residents having water problems be available at the next public hearing.

Case #5: High Water Pumping:

Mr. Hartley stated that he does not have any cost estimates or impact
predictions to make regarding pumping.

Mr. Raatikka stated that pumping in 1985 for 3 weeks cost the City $10,000 but
that included $5,000 for a pump.

Discussion ensued regarding pumping, related costs and potential for a positive
impact.

Motion by Mayor Heitman to proceed to pump high water areas, as determined by
the City Engineer, until May 22, 1986 and to utilize the services of
individuals from the community at a wage of $3.35 per hour to man the pumps.
Further, that Council will receive a report from the City Engineer at their May
22, 1986 meeting regarding whether or not continued pumping is justified.
Further, the cost of this pumping is estimated to be $7,000.00

Further Discussion: Mr. Mevissen stated that without the purchase of an
additional tractor to power the pump, park maintenance will have to be put
aside.

Motion failed for lack of a second.

Mayor Heitman called for any other alternatives to the issue and there was no
response.

PUBLIC HEARING

Mayor Heitman adjourned the special meeting at 9:50 p.m. in order to conduct
the continuance of the following public hearing:

1. Proposed utility extension to the City's Industrial Area.
April 29, 1986
