· ROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />On Tuesday, April 29, 1986, the Ramsey City Council continued the public <br />hearing called to order on Tuesday, April 22, 1986 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding the proposed <br />extension of utilities to the City's Industrial Area. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember Jean Schlueter <br />Councilmember Arnie Cox <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Finance Officer Noel Graczyk <br />Community Development Director Anne Norris <br />Report Kathy Cassidy <br /> <br />CAL~ TO ORDER <br /> <br />Mayor Heitman called the public hearing to order at 9:50 p.m. <br /> <br />P~ESENTATION <br /> <br />Mr. Raatikka gave a slide presentation of the proposed project area, proposed <br />improvements and estimated costs. (See Attachment I). <br /> <br />Mr. Hartley gave a slide presentation of related financing options. (See <br />Attachment II). <br /> <br />CITIZEN INPUT <br /> <br />Mr. Hartley stated that Staff recommends establishing the benefitting area as a <br />Tax Increment District and the increment generated from that district would <br />more than likely pay for the bulk of this proposed improvement project. If <br />not, the increments from the other tax increment district could be used to <br />augment those improvements. The City has until September 1, 1986 to borrow <br />money under tax increment laws and the use of tax increment certainly enhances <br />the practicality and feasibility of the project. <br /> <br />George Grosslein - Inquired if the costs would be spread over the entire City. <br /> <br />Mr. Raatikka replied that the area of benefit described earlier will be <br />assessed for the improvements. <br /> April 29, 1986 <br /> <br />Page 1 of 3 <br /> <br /> <br />
