~ P~r~onnel Committee Report:

Mr. Hartley stated that the Personnel Committee has been interviewing
applicants for the position of Building Inspector and is recommending that an
offer for employment be offered to Mr. Alvin Erickson. The Personnel Committee
is requesting Council approval to negotiate a salary with Mr. Erickson that
will not exceed the salary limit quoted in the labor contract, which is
$27,888.

Councilmember Cox stated that he will not vote favorably to offer employment to
anyone without having the opportunity to review the applicant's resume.
Councilmember Cox referred to the subject of starting salaries and stated that
new officers have been hired in Ramsey starting at $26,000/year and he has
talked to an officer of another community that reached the $26,000/year salary
level after 20 years of service.

Motion by Councilmember Cox directing that the resumes of the final candidates
for the position of Building Inspector be made available to councilmembers for
review.

Further Discussion: Councilmember Cox stated that he would also like the
opportunity to meet with the recommended applicant. Councilmember Reimann
stated that Councilmember Cox has supported the recommendations of the
Personnel Committee in the past and should do so at this time also.
Councilmember Reimann stated that he and Councilmember Sorteberg feel
comfortable with their recommendation; an offer for employment should be
extended if a salary can be negotiated that meets with the Personnel
Committee's satisfaction. Councilmember Cox stated that the Personnel
Committee was comfortable with a previous applicant recommendation but he knew
things about that individual that he feels are not desirable in a Ramsey
employee.

Mayor Heitman seconded the motion.

Further Discussion: Mayor Heitman stated that he concurs that as a minimum,
Council should have the opportunity to review resumes of final candidates and
meet the applicant selected. Mayor Heitman stated that getting a full-time
building inspector on board is a high priority item and suggested that Council
meet with the selected applicant as soon as possible -- Thursday, May 29 at
7:00 p.m. Mr. Hartley inquired if Council contact with a selected applicant
for employment will be a continuing policy of Council's. Mayor Heitman replied
that when filling positions for upper level management, he would like to be
involved in the entire process; for lower levels, he would like Council to be
involved in the interview of final candidates recommended by the Personnel
Committee.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Case #7: Approve Plans And Specifications And Set Bid Date For Flintwood
Hills Third Addition:

Motion by Councilmember Reimann and seconded by Councilmember Cox to adopt
May 27, 1986
