Resolution #86-81 approving plans and specifications for Projects #86-17 and <br />#86-18 and setting the bid date for 11:00 a.m., June 23, 1986. (Please refer <br />to resolution file for Resolution #86-81). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Alternate Alignment Consideration For The Proposed Improvements <br /> To Gateway North Industrial Airport: <br /> <br />Mr. Hartley suggested Council table this case until Mr. Koshak is present. <br /> <br />~ Gpnsultant Selection; AirDort Commission; <br /> <br />Airport Commission Chairman Ippel was present and stated that two steps are <br />necessary to qualify for Federal funding should the the airport project be <br />approved -- obtain inclusion in the National Plan of Integrated Airport Systems <br />and that an airport consultant be selected. Gateway North has obtained <br />inclusion in the NPIAS and the consultant selection process has been completed <br />with Hakanson Anderson being recommended. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt <br />Resolution #86-82 appointing Hakanson Anderson Associates, Inc. as airport <br />consultant for the City of Ramsey. (Please refer to resolution file for <br />Resolution #86-82). <br /> <br />Further Discussion: Mr. Ippel stated that if a consultant were not selected <br />according to the recommended process, Gateway North would not be eligible for <br />funding. Mr. Hartley stated that the Federal Government often times <br />participates in up 80% of the cost of planning and constructing airport <br />improvements; therefore, Ramsey is conscientiously to comply with all <br />recommended steps and procedures. Mayor Heitman inquired as to how much Ramsey <br />has expended in the airport study. Mr. Ippel stated that the City has expended <br />approximately $10,000-$11,000. <br /> <br />Motion carried. Voting No: None. <br /> <br />Mr. Ippel stated he participated in a scoping meeting with Metro Council, FAA <br />and MN/DoT and Gateway has been classified high priority after 1987; Gateway is <br />recognized and there is a demonstrated market for that type of facility. <br /> <br />Request To Establish A Tax Increment Financin~ District; Case <br /> pf Mr. Robert Muller: <br /> <br />Mrs. Robert Muller and Mr. Richard Muller were present. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to refer Mr. <br />Robert Muller's request regarding the establishment of a tax increment <br />financing district and development district to the Planning and Zoning and <br />Economic Development Commission for their review and recommendations. <br /> <br />May 27, 1986 <br /> <br />Page 11 of 18 <br /> <br /> <br />
