Voting No: None. <br /> <br />Case #16: Joint Powers Agreement; Landfill Abatement Programs With County <br /> Of Anoka: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to adopt <br />Resolution #86-85 to authorize the Mayor and City Administrator to enter into a <br />joint powers agreement with the County of Anoka to implement landfill abatement <br />programs in the City of Ramsey. (Please refer to resolution file for <br />Resolution #86-85). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Case #17: Appointment Of Landfill Board Member (Methane Ga~ Recovery <br /> Project): <br /> <br />Mayor Heitman stated that he would be willing to serve on this board provided <br />the meetings are held in the evenings; his private employment schedule does not <br />permit him to attend afternoon meetings. <br /> <br />Mr. Goodrich stated that to the best of his recollection, the meetings were <br />held in the afternoons. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Sorteberg to appoint <br />Councilmember Arnie Cox to serve on the Landfill Board (methane gas project). <br /> <br />Further Discussion: Councilmember Cox declined the appointment on the basis <br />that his right to earn a living is just as important as the Mayor's. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: Councilmember Cox. <br /> <br />Case #18: Discussion Regarding Establishing A Landfill CommissiOn A~ <br /> Recommended By The Economic Development Commission; <br /> <br />Motion by Councilmember $chlueter and seconded by Councilmember Reimann <br />directing the City Attorney to draft an ordinance that would create a Ramsey <br />Landfill Commission and establish directions for that Commission. <br /> <br />Further Discussion: Mayor Heitman noted that a Commission is supposed to be <br />advisory to the Council; in light of that, should the ordinance be telling the <br />Commission what Council wants. Mayor Heitman stated that past Landfill Ad Hoc <br />Committee meeting minutes should serve as a basis for setting goals of the <br />Landfill Commission. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and $chlueter.
