preferred in the County of Anoka must be completed. Scoping is a process <br />whereby the affected communities are asked to pose the questions which are to <br />be answered by this study. Scoping is complicated from an engineering, legal <br />and socio-economic standpoint and beyond the expertise of present City Staff. <br />Staff feels that it is necessary to employ other professionals who have <br />expertise in the areas of environmental engineering, environmental law and <br />socio-economics. Mr. Hartley stated that the approximate cost of this scoping <br />process would be $10,000-$15,000. This scoping process will make sure the <br />interests of Ramsey are met in the Environmental Impact Statement. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />authorize the City Administrator, City Attorney and City Engineer to <br />collectively approve the use of professional services needed to augment their <br />current abilities while responding to the scoping needs of the Environmental <br />Impact Statement for Site "P" as an Anoka County landfill site. The costs for <br />such professional services shall not exceed $15,000.00. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers $orteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />~ Certificate Of Need Application: <br /> <br />Mr. Hartley asked for Council input regarding Waste Management of Minnesota's <br />certificate of need application. <br /> <br />Mayor Heitman stated that he has been in contact with Metro Council and <br />presumes Ramsey has at least one month to respond to the certificate of need <br />application. Mayor Heitman suggested that information gained in the scoping <br />for the new generation landfill be utilized in tandem with this certificate <br />of need application. <br /> <br />Mr. Hartley stated that it is possible to use information from scoping when <br />addressing the certificate of need. Mr. Hartley asked for a position statement <br />from Council. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Schlueter stating the <br />position of Ramsey City Council as being opposed to any manner of continued <br />involvement in the landfill industry. <br /> <br />Further Discussion: Councilmember Cox commented that it is interesting how <br />some people in the community are so concerned with certain proposals until they <br />are bought off. Councilmember Cox stated that if Ramsey pursues the closing of <br />the landfill, then Ramsey better make sure it is closed properly so that Ramsey <br />receives benefit from the closing rather than problems. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
