PROCEEDINGS OF CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, May 27, 1986 at
the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota.

Members Present:

Mayor Gary Heitman
Councilmember A1 Sorteberg
Councilmember Gary Reimann
Councilmember Arnie Cox
Councilmember Jean Schlueter (arrived 8:30 p.m.)

Also Present:

City Administrator David Hartley
City Attorney William Goodrich
City Engineer Peter Raatikka
Community Development Director Anne Norris
Finance Officer Noel Graczyk
Reporter Kathy Cassidy

C~ALL TO ORDER

Mayor Heitman called the regular Council meeting to order at 7:40 p.m. and led
in the Pledge of Allegiance to the Flag.

CITIZEN INPUT

Roger Warhol - 7010 150th Avenue NW - Stated that items on the Council agenda
seem to indicate that Ramsey places priority with developers that can increase
Ramsey's tax base rather than with the high water problems that residents are
experiencing. Mr. Warhol stated that he has heard enough jokes about people
with high water problems now owning lakeshore property, Councilmember Reimann's
statements of 'sue the City', and Councilmember Cox' references to the 'Farmers
Almanac'. Mr. Warhol stated that the high water problem is not a laughing
matter to those that are affected. The high water is a safety hazard to
children and the stagnant water breeds diseases. Mr. Warhol noted that the
runoff from the landfill contributes to groundwater contamination and on
tonight's agenda Council is considering expansion of the landfill. Mr. Warhol
stated that the addition he lives in, Peltzer's, was approved in 1971; why do
the residents have to pay for Planning and Zoning's error in judgement. Other
cities are pumping to relieve high water problems their residents are having.
The City also failed to let the people know they are entitled to a reduced tax
valuation if they are having water problems. Suggest Ramsey gets it's
priorities in order.

Mayor Heitman apologized for any humor given to the situation and noted that it
was not intended to be malicious. Council is not taking the problem lightly.

Councilmember Cox said nothing is worth ceasing to smile and noted that some
May 27, 1986

Page 4 of 1 8
