Erickson will be part of the labor union. Petitioning to have Mr. Erickson <br />excluded from the union would be difficult. <br /> <br />Motion by Councilmember Reimann to offer the position of Building Inspector to <br />Alvin Erickson at a beginning annual salary of $20,000 with a $2,000 salary <br />increase upon Class II certification. Further, that Mr. Hartley should advise <br />Mr. Erickson of his options regarding the union. <br /> <br />Further Discussion: Mayor Heitman inquired if Mr. Erickson's Class II <br />certification has implications on labor contract negotiations. Mr. Hartley <br />stated that it does not but guessed that the City will receive a grievance from <br />the union if Mr. Erickson does not receive the going rate. <br /> <br />Councilmember Schlueter seconded the motion. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann <br />and $chlueter. Voting No: None. Absent: Councilmember Cox. <br /> <br />Councilmember Reimann noted that the union contract sets the scale of salaries <br />but that scale is not based on experience; the City does have it's argument and <br />reason for the way in which things are done. <br /> <br />Mr. Hartley stated that more than likely a grievance will be received regarding <br />an employee receiving lower than the pay rate stated in the contract, but he <br />will provide appropriate arguments on Ramsey's behalf. <br /> <br />Case #2: Purchase Of Tank Truck: <br /> <br />Mr. Mevissen requested authorization to proceed with the bidding process as the <br />used truck he has recommended purchasing is over the $2,000 over the $15,000 <br />limit. <br /> <br />Discussion ensued regarding the necessity of a water tank truck in the City's <br />fleet of equipment. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember $orteberg <br />authorizing the advertising for bids for a water tank truck and the purchase of <br />same from the lowest responsibile bidder at a cost not to exceed $17,000. <br /> <br />Further Discussion: Councilmember Reimann reaffirmend the City's need for this <br />piece of equipment. Mr. Mevissen stated that the truck he is interested in at <br />this time is a repo of a bank in Amery, Wisconsin that he became aware of <br />through Boyer Ford in Minneapolis. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Cox. <br /> <br />Update On Accounting/Clerk Replacement: <br /> <br />Mr. Graczyk requested Council authorization to make a selection among the top 7 <br />candidates and inquired as to what level Council desires to be involved in the <br />process. <br /> <br />Mayor Heitman stated that he believes there is a certain employee level where <br />total Council involvement is not necessary in filling those positions.
