involvement in the selection of the Building Inspector was not
necessary. Council involvement in candidate selection is appropriate at the
City Administrator and first line management level.

Councilmember Reimann and Mayor Heitman agreed that the Personnel Committee
should be involved in interviewing the top final candidates at all employee
levels.

Mayor Heitman stated that after a position has been advertised, Staff has
conducted the initial winnowing and top candidates have been presented to the
Personnel Committee, Council should be provided the opportunity to review the
resumes and recommended salary structure for the selected individual.

Mr. Graczyk stated that he does have 7 top candidates he will be interviewing
and the question of salary will come up; current position pays $16,323 with an
increase due this month to $16,828. Mr. Graczyk stated that because of the
current market and the qualifications of those top 7 candidates, he would like
to base salary negotiations on a $16,828 figure.

Councilmember Reimann stated that he feels $16,828 is too high. Councilmember
Sorteberg agreed that $16,828 should be the maximum offered; ad quoted a salary
of $16,323.

Councilmember Reimann stated that the final 3 candidates should be interviewed
by the Personnel Committee for a final decision.

Motion by Councilmember Reimann and seconded by Mayor Heitman to authorize City
Administrator David Hartley and Finance Officer Noel Graczyk to interview
candidates for the position of Accounting Clerk I at a salary range of $16,323
to $16,828 and to present to the Personnel Committee the top 3 candidates.

Motion carried: Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann
and Schlueter. Voting No: None. Absent: Councilmember Cox.

MAYOR/COUNCIL INPUT

Councilmember Reimann stated that he is concerned with the cost of entering
into a contract with the Anoka/Champlin Fire Department and directed Mr.
Hartley to research what it cost Champlin.

ADO OURNMENT

Motion by Councilmember Schlueter and seconded by Mayor Heitman to adjourn the
special meeting.

Motion carried.
