COUNCIL BUSINESS <br /> <br />Case #1: Modification Of Tax Increment Financing Documents And Extension <br /> Of Public Utilities To Industrial Area: <br /> <br />Mr. Batty and Mr. Hartley reviewed with the Council the'proposed modifications <br />to the Development Program, Tax Increment Financing Plan and 1990 Comprehensive <br />Plan. <br /> <br />Mr. A1 Phillips inquired if Ramsey will tax itself out of the competitive <br />market by installing utilities. <br /> <br />Councilmember Cox stated that the State tax structure addresses all metro <br />communities uniformly; no break is given to outlying communities in the metro <br />area. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman to adopt Resolution <br />#86-104 modifying the Development Program for Development District #1 and the <br />Tax Increment Financing Plan for Tax Increment Financing District # ~ (Please <br />refer to resolution file for Resolution #86-104). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, ~ouncilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #86-105 amending the 1990 Comprehensive Plan to include the <br />extension of public utilities to a portion of the City's industrial area. <br />(Please refer to resolution file for Resolution #86-105). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to adopt <br />Resolution #86-106 ordering the plans and specifications for the extension of <br />sanitary sewer and municipal water to the City's industrial area and for the <br />construction of a 500,000 gallon water storage facility. (Please refer to <br />resolution file for Resolution #86-106). <br /> <br />Further Discussion: Mr. Raatikka stated that the proposed placement for the <br />water storage facility is on the corner of Industry Blvd. and Sunfish Lake <br />Blvd. Mayor Heitman inquired if the tower would interfere with airport plans. <br />Mr. Raatikka replied that the tower placement would be reviewed by MN/DoT and <br />FAA; an alternative location would be in the River's Bend area. Mayor Heitman <br />inquired as to the basis for a decision to go with 500,000 gallon capacity. <br />Mr. Hartley replied that too large a facility coulld result in stale water <br />problems; holding a lesser amount of water in the tower would avoid stale water <br />problems but it would then have a quicker freezing point. Mr. Raatikka stated <br />that Andover went with a 500,000 gallon tower and they can see the need for <br />more storage capabilities already; noted that Andover is much further along in <br />their development stages than Ramsey. <br /> <br />Motion carried.
