Northfork P.U.D.: Approval Of Environmental Impact Statement; <br /> Authorize Bids For Extension Of 153rd Avenue N.W.; Approval Of <br /> Preliminary Plat Of Second Phase Of Northfork P.U.D.: <br /> <br />Ms. Norris stated that staff feels the EIS is adequate but comments were <br />received today from Metro Council and MPCA. In the interest of maintaining a <br />working relationship with those two agencies, it is recommended that Council <br />table any action of this EIS until mid-July. Ms. Norris explained that she <br />feels these agencies are using this particular EIS to make a point regarding <br />how Ramsey is controlling it's development. <br /> <br />Dennis Peck, spokesman for North Fork, Inc., stated that a lot of time and <br />effort went into the EIS; Sharon Decker, who helped draft regulations that <br />govern the EIS process, served as a consultant on the project. On that basis, <br />North Fork feels that the comments received from Metro Council were based on <br />political concerns rather than environmental concerns. North Fork thinks it <br />best to step aside and let Ramsey resolve it's differences with the Metro <br />Council; North Fork would like to be included in discussions between Ramsey and <br />Metro Council. <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Reimann to <br />table this case until July 15, at which time information resulting from <br />meetings with Metro Council will be received from City Staff and a decision <br />will be made. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: Adopt 0~dinance #§§- Rezonin~ Property From UB Urban Business <br /> TO UR Urban Residential; Case Of River's Bend II Addition: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to <br />adopt Ordinance #86-5 rezoning property for River's Bend II Addition from the <br />existing UB Urban Business to UR Urban Residential. (Please refer to ordinance <br />file for Ordinance #86-5). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />~ Liauor Licenses - 3.2 Beer Licenses: <br /> <br />Mr. Goodrich reported that all liquor license applications can be approved with <br />Superbowl and Food 'n' Fuel's being contingent upon certification of insurance <br />being provided. Mr. Goodrich also noted that LeTourneau's off-sale liquor <br />sales are less than $20,000/year which does not require adherance to the <br />insurance law. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to approve <br />on-sale liquor licenses for Jimmy B's, J.R.'s Saloon and Superbowl, with <br />Superbowl's being contingent upon providing certificate of insurance; to <br />to approve on-sale 3.2 beer licenses from Tom Thumb, Brooks Superette, <br />LeTourneau's, Food 'n' Fuel and On The Green, with Food 'n' Fuel's and On The <br />Green's being contingent upon providing certificate of insurance.
