country. <br /> <br />Mr. Hartley replied that it is a logical assumption because utilities are being <br />extended to that area. Properties with utilities become much more marketable <br />and development takes place. <br /> <br />Councilmember Schlueter inquired if the indecision regarding Site P would deter <br />development from taking place within the required 3 years. <br /> <br />Mr. Hartley replied that there are other improvements like improvement of <br />streets and structures of any kind that would address the 3 year requirement. <br />It is hoped that discussion of Site P will not discourage serious developers. <br />The figure projections related to these modifications did not take into account <br />any development taking place; they were based only the increased property <br />values resulting from the improvements. <br /> <br />Mr. Batty stated that the dollar projections are as conservative as he has ever <br />seen; the increased property values will create enough tax base to pay for that <br />portion of the improvement costs the City participated in. <br /> <br />A discussion ensued with Mr. A1 Phillips regarding the affect on development <br />agreements which state that interior sprinkling systems will be provided for <br />when sewer and water become available. <br /> <br />Mr. Hartley stated that the 'but for' test is that without these types of <br />improvements, Ramsey will continue to experience the pole barn type of <br />development and construction; with the utilities, Ramsey should experience <br />sooner and better quality development. <br /> <br />Councilmember Cox noted that this hearing is for boundary expansion and there <br />are not necessarily any 'but fors' to be addressed with expansion. <br /> <br />Roger Meyer - Inquired as to what the improvements will cost the property <br />owners. <br /> <br />Mr. Raatikka replied that trunk sewer and trunk water costs to the property <br />owners will be about 50% of the total cost or $4,000/acre over a 10 year <br />period.
