PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Monday, June 30, 1986 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding modification of the development program for Development District No. <br />1 and modification of the tax increment financing plan for Tax Increment <br />Financing District No. 1. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember A1 Sorteberg <br />Councilmember Arnie Cox <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br />City Engineer Peter Raatikka (Arrived 7:42 p.m.) <br />City Attorney William Goodrich (Arrived 7:51 p.m.) <br />Reporter Kathy Cassidy <br /> <br />~ALL TO ORDER <br /> <br />Mayor Heitman called the public hearing to order at 7:40 p.m. <br /> <br />COMMENTS <br /> <br />Mr. Hartley stated that the reasons for the modifications of the Development <br />Program and Tax Increment Financing Plan is to: 1) allow for the utilization <br />of tax increment funds for a portion of the costs of extending sewer and water <br />to the City's industrial area; 2) utilize tax increment funds for site <br />improvements in the Flintwood Hills III Addition project; 3) to expand the <br />boundaries of the existing Development District. The 1990 Comprehensive Plan <br />would also need to be amended to alllow for the extension of sewer and water to <br />the industrial area north of Industry Avenue. <br /> <br />Mayor Heitman stated that it is his understanding that the premise of tax <br />increment districts is that services to an area can be paid for by the <br />increased tax revenues that were generated as development occurs because of <br />those services. Mayor Heitman inquired as to what the benefit would be in <br />expanding the boundaries of the Development District. <br /> <br />Mr. Hartley replied that the potential for development in this area is great <br />and Ramsey would benefit from the increased property values brought about by <br />the improvements. <br /> <br />Mr. Batty of LeFevere, Lefler, Kennedy stated the recommended boundary changes <br />are counting on a larger area resulting in a greater amount of development <br />which would result in greater tax increments being received. <br /> <br />Mayor Heitman inquired if counting on a larger area resulting in a greater <br />amount of development is a logical assumption given the current trend in the <br /> June 30, 1986 <br /> <br /> <br />
