Councilmember Cox stated that his motion on June 30 was intended to authorize <br />the hiring of temporary employees to deal with the backlog of work in the City <br />offices as a whole, not just in the Accounting Department. Councilmember Cox <br />stated that he is opposed to approving a request to attend the Institute for <br />Minnesota Clerks and Finance Officers when City offices are understaffed and <br />experiencing a backlog of work. Councilmember Cox stated that he also feels <br />there are personnel that are not working up to their capacity and it is Mr. <br />Hartley's responsibility to see that they are. <br /> <br />Councilmember Reimann stated that he doesn't feel it is necessary to hire out <br />temporary help from Deloitte, Haskins and Sells to meet the needs of the <br />Accounting Department. <br /> <br />Mr. Hartley stated that someone with accounting knowledge is needed but it was <br />not a specific intention to hire out from DH&S. <br /> <br />Councilmember Cox stated that he has noticed that key personnel are answering <br />the phone and maybe some reorganization is necessary in the City offices. <br /> <br />Mr. Hartley stated that he now understands that he has the authority to take <br />care of clerical and accounting needs with temporary personnel while keeping <br />the Personnel Committee fully posted as to what is being done to meet workload <br />needs. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to deny the <br />request to attend the Institute for Minnesota Clerks and Finance Officers <br />because of the present understaffing conditions in the City offices. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />~AY0aA~D COUNCIL ~NPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman to adjourn the <br />special Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter.
